Text Presumes Reader Already Knows the Subject

This book is so poorly written that it is a frustration to try. For example, read section 20.11 and note the terms "council of ministers", "commission", and "Directorate-General" are all used without definition or description, and there is no glossary and no entries in the index. Apparently there has been no editing whatever.
The index is a joke: The text is dense and loaded with terms of art, yet the index is only 5 pages. Over and over and over I have gone to the index to find references to jargon in the text and found the terminology is not in the index.
Did West fire all its editors, or what?
